pikachu's power

sorry is there is already a thread for this but i looked and the search engine wasn't working.

i was recently watching the first episode of the pokemon anime, and i was thinking is it because pikachu got hit by a lightning bolt just beofre it attacked the spearow that it is so strong. becasue during that episdoe before pikachu appears weak, as it is unable to fend off the one spearow that attacks it. Pikachu has done some amazing things, and i know it seems to get reset at the start of each new region, but its done some incredible things and i don't think a power up from a bike would do that, but a lightning bolt seems more likely. what do you think (please don't just put 'because the writers can make him powerful'
 
Many say that Pikachu's incredible powers (including the ability to hit ground type pokemon with electric attacks) were aquired when Ash and Brock's father (Flint?) charged Pikachu using a watermill (without water :p) so that Ash could defeat Brock.
Although I don't agree that the anime must be completely realistic and have the same "rules" as the games, I think that this is a very interesting theory. But Pikachu had also used incredible powers before that attacking the spearows and defeating Team Rocket in Viridian City (destronying the Pokemon Centre), which makes me believe he was special since the day he was born.

Perhaps in some of the weaker moments Pikachu is intentionally holding back? It may not justify everything, but say indoors and the like, it may make sense - you wouldn't want to unintentionally destroy the ceiling and have it cave in on you. And in the stronger moments where Pikachu needs to go all-out, we get scenarios like "Pikachu, the Horn!".
 
Pikachu is a glitched out pokemon, it has no cap on EVs and 9001 evs in every stats. Only logical explanation.
