Per Serebii:

It has been revealed that the upcoming game show, Gamescom in Cologne, Germany, will feature a special playable demo of Pokémon X & Pokémon Y. It's not currently known what the demo contains, but it will likely be a translated version of the demo that will be in the Pokémon Game Show in Japan next week. The Gamescom demo will be playable from the 21st to 25th of August. We'll provide details as they come.

Why can't they just release this over eShop???

Because Conventions:p
Its a pretty common thing to have playable demos of things on conventions, but if you put it on the eShop there wouldn't be as much of a reason to got to the con now would it?
Not fair though, I'll be in Tokyo when that thing starts X3 (Granted I wouldn't have been able to get to Germany on such short notice either..)

Easy. If lots of people come, they can also buy merchandise. You can't just put pop-up ads on the 3DS and expect it to do the same thing.

The reason it's not being released publicly is probably because they want to postpone the inevitable data mine for as long as possible.

Seriously though, commercial demos are usually a month before release at max.
