I want to use this in the OU tier, so could someone please rate it?

Anyone have any ideas how to make this better? Yes, I know Ice Beam will kill half of this team.
 
You don't need all members of your team to be immune to sandstorm, leftovers can mitigate that if you are really worried about it.

I use a Hippowdon lead on my mono-ground team and I find that he is good for toxic stalling, with toxic replacing ice fang in your set. I would recommend getting rid of Skarmory and replacing it with a special sweeper of some sort, maybe a fire type to deal with the ice problem.
 
I would replace Skarmory with Latias. It fits with you needing an SpA user, and can be of use not being weak to water types.
 
maby you should swap skarmory with an infernape holding leftovers to deal with ice types
 
I would consider EQ on Cradily over Stone Edge. You won't be doing much damage anyway with no attack boosts, so Toxic is your main form of damage. Earthquake hits poison and steel types who are immune to it (barring Skarmory, Bronzong, Crobat and Gengar). But Stone Edge can't touch Skarmory and Bronzong anyway, and Crobat is very rare in OU. This will open up coverage against Metagross, Jirachi and Tentacruel.

If you want more types available but are worried about immunity, you can always stick a Clefable in there. Yes, it's not OU for a reason, but it can be used if you're smart about it.
