I just noticed this but did ya'll lower the number of PM's that are allowed to be stored? It was 600 like yesterday and now its 200? Not complaining just curious.

Well, i guess I'm special because I have 180 and it says in my little box in the top right hand corner that my "PM Box is 90% full"

I have 500 spaces open. It used to be 200 months ago but then the cap went up.

The issue here appears to have been from you incorrectly being added to the Development Forum usergroup. It's meant to be an additional usergroup on top of your Primary (in your case, Registered User), not your actual Primary. When you were moved from Registered User to Development Forum, you would've lost several of your permissions. Those have now been corrected.
