Pokedex order?

For the most part, there is coherency in terms of how the Pokedex for each new region is arranged - but now and then Pokemon will be placed in an odd spot. I've noticed this most in the Kanto Pokedex with things like Oddish and Bellsprout being very far apart from another, when they are located in the same spots in the original game, and have the same typing. Also why would Vulpix be squeezed between Clefairy's line and Jigglypuff's?

We have Sapphire exclusives like Lotad, and Lunatone coming first in the Hoenn dex, then we see Zangoose coming before Seviper.

I can only assume there's a Japanese alphabetical order thing going on here, but things like the huge gap between Bellsprout and Oddish make me wonder.

Any ideas?
 
The Japanese alphabetical order thing? Because I don't see any real reason for the Pokedex orders to be randomly switched around like that. Since they don't seem to go off of any criteria I understand, I just go for something I don't know.
 
Kanto always will have the most incoherent Pokédex order of them all. Gen I seems like it was planned as it went along. The version exclusive, counterpart Pokémon of the paired versions are, for the most part, farther apart in the Kanto group than in the other ones, like you said, Sableye and Mawile, Lunatone and Solrock, and Seviper and Zangoose are right on top of each other.

Counter to this, it seems as if the TMs were picked out randomly from the moves by their types. Heck, most of them are Normal, anyway... kinda sad. Thankfully Gen III and IV fixed that, we have more variety for sure, now.

Weirdest is if you look at the Gen I index numbers... Very few families have a relative nearby.
