what does Pokémon consisting of a head and a base or means?
according to the pokedex these are pokemon that has the style:
Diglett
Weepinbell
Victreebel
Horsea
Seadra
Staryu
Starmie
Wobbuffet
Kingdra
Shedinja
Lileep
Cradily
Beldum
Spiritomb

but I don't really understand, does it means it has an object on their body?

They have a head, and a body. They also lack limbs.
 
It's kinda odd that Wobbuffet is included, since it has arms and legs... so there might be more then just head and body...
 
That's a filter method that works by the Pokemon's basic appearance.
 
No wonder it's in the indeterminate egg group. All the weirdly designed Pokémon go there.

Or perhaps the black thing is its body and the entire blue thing is the tail.

Those things are most definitely arms. Wobbofet is included in this Shape filter because it's arms are so small. For the most part, it's just one giant torso with a face on the top.
