Pokemon Diamond Name Changer

Hey, I'm new to this forum but I have a question; Does anyone know where (or if there is) the name changer in pokemon diamond? Right now I have seven badges and I'm going to the town where you get the Seals. Does anyone know where I can find him?

Specifically, he's in the apartment building in Eterna. There's a sign outside.

Eterna City Condominiums. It's right above the gym on the right side (by the PokeMart), the name rater is on the first floor, the left side of the room.
