I lost my Pokemon Diamond, so I want to buy a new one. But then again, I'm thinking maybe I should buy Pokemon Pearl, so I need some help on deciding.

It all really depends on the version exclusives, really. I happened to play Pearl much more than I did Diamond (I had gotten both when I preordered them), because I like Palkia more than Dialga, and so on.
Get Pearl, Diamond is generally liked by players that pick cosmetic details over stats. Palkia is more powerful than Dialga, on top of that, if you want to trade that legendary off, it'll be more valuable as there are more copies of Diamond overall, therefore the demand is considerably higher.
Get pearl, since you already played Diamond. But Dialga and Palkia are equally strong. However, in the 11th pokemon movie; "the Rise of Darkrai", Palkia escaped from the battle with Dialga because Dialga weakened Palkia with Roar of Time.
On top of all this, the Water/Dragon combo is considerably more versatile than the Steel/Dragon type combo.
I hate it when people think that because Pokemon X beats Pokemon Y, then it is obviously superior.
By that logic, since Shedinja beats all standard Kyogres it is obviously the superior Pokemon overall.
Also Roar of Time fails like all Hyper Beam-class moves, unless of course you're a Porygon on his last limb, or just likes to lol at Blissey dying to Nastyplot + Life Orb + Adaptation + Hyper Beam. But honestly, who cares seeing as you need such a superfluos amount of effort in killing a Blissey and at the same time losing such a valuable moveslot. (not to mention being forced to use the worse ability).
Either way, Dialga has better defensive capabilities and should be seen as a defensive Pokemon, while Palkia who can feed off of Kyogre's Drizzle should be seen as an offensive one.
