Poke'mon Eggs and Breeding: Shinies?

I've read that if the pokemon is from another person of a different language and you breed with another pokemon of your language, it ups the chance of a shiny pokemon hatching.
Is this true?

Also, how can I tell if its a different language without looking at the pokemon or trainer name? So far I can only see the obvious languages like Asian ones...
 
If you breed one of your Pokemon that was created on your English cartridge with a Pokemon that was created on a cartridge of a foreign language (such as Japanese), you will have 4x more chance of getting a shiny, which equates at a 1/2048 chance.

To find out if a Pokemon originated from a cartridge of a different language, check its name. If it's in English, the Pokemon will not work.

Does this work when you breed with a ditto if the pokemon you want to breed with the ditto is from a different language game?

Not quite; Spanish and Italian games use the English Pokémon names. Also, if a player with an English cartridge gets an unnicknamed foreign Pokémon from GTS and then evolves it, it reverts to the English species name, but still retains its foreign origin. Similarly, if an English unnicknamed Pokémon is traded for example to a Japanese game, then evolved there, it will get a Japanese name though still retain its English origin.

The best way to determine the origin is to fight one wild Pokémon. If the gained EXP is roughly (1.7 * Lv of wild Pokémon * EXP yield of wild Pokémon species) / 7, the Pokémon has a foreign origin.
 
The best way to tell if you have or have had a foreign pokemon is to look at your pokedex. If you have the foreign language option (really useful if you have platinum but a select few poekmon are on the other games). You can get it on route 226 in the middle of the river.

Also, when you trade over the GTS some users have their location written in. (And on platinum, you can search for people in different countries).

One last thing, it also depends on the time of day. Usually late night, you can get a pokemon from japan. Early morning, I noticed I got a lot of pokemon from France and late evening, you get the United States pokemon.
