I've been thinking, and I realised that none of the Pokemon regions have a government of any sort. Clearly, someone is funding the Pokemon league, and a few regions have been shown to have a police force, and sometime in the past there was a war (remember Lt. Surge?) so there must be an army. But there is no government, at least not one that is shown to the player. Do you think the Pokemon world has a government? If so, why isn't it shown to the player?

They don't have a government of some sort, or they aren't shown because they aren't plot relevant?

Toilets aren't shown either, that doesn't mean they don't exist.
