Pokemon Lightning Yellow evolution question....can you get Alakazam/Machamp/Gengar?

If any of you are familiar with the rom hack Pokemon Lightning Yellow, do you know if you can get Alakazam/Machamp/Gengar by leveling them up or do you have to trade?

Asking for help in finding, downloading or playing ROMs (and giving help in finding, downloading or playing ROMs) is against the rules.

However in the future, can people please use the Report button instead of just posting in the thread?
