Pokemon PVC Figures?

Heyo, so first off, I apologize if this is the wrong place to post, but it seemed the closest to what I'm looking for.

I picked up a neat little Haunter PVC figurine last night, and it looks like it's designed for some sort of game. The only problem is that neither the shopkeeper nor I were able to find any info about it. He said his boss thinks they're for a game that was released in Japan but not over here, or something like that. It's not the TFG, NextQuest or whatever, those have distinctly different bases.

I'm really hoping to find out the nature of this game, so I know how to find more figures.

Interesting! It's the same sculpt, but mine doesn't have the spinner base. That spinner base looks like it fits with the Official TFG, from what I have seen.

I wonder if perhaps the shipment is a knock-off or is missing pieces...

Thanks! I'll have to keep digging.
