how are pokemon human charactor created for the cartoon?
how can i created a pokemon frontier brain?

The frontier brains, just like the gym leaders, were created for the games, and are in the cartoon as part of the adaption. Considering they already have two battle frontiers, they're not really in the market for new frontier brains. In order to make a new character, however, you'd need to work for the company that makes the games, or if the character is an anime exclusive, the company that writes it. And you'd need to have a position as a character designer or a writer or something.

Of course, that would all be impossible if you don't speak Japanese, as all of the original writers and such are from Japan, while everyone else just translates, localized and markets.
