In Bulbanews and Bulbawiki, there are Pokemon beside some of the disclaimers above/below the page, but what are all the possible Pokemon to see there, and what are their representations? I know that Regigigas is late news, which relates to its slowness thanks to the ability Slow Start and Blue Pikachu representing fandom stuff, relating on how the Pikachu is a Pokemon, but the colouration of it is not real, but what about all of the possible ones, like Gallade and Chikorita?

It's done on a per-project basis, not a per-Pokemon basis. So we wouldn't be able to list 'em all out for you unless we were to scour every project and conjure up a list. Some of the mascots aren't even Pokemon.

Usually it's just a picture picked out because of some relation. Celebi's for current events because of time travel, for example. A shadowed-out Bulbasaur is for the new Pokémon template because Pokémon are first revealed as shadows, most often.

I picked most of the ones on BP which is where those colored, roundy noticebars first popped up. Some examples include:

* Diglett is "incomplete article" because the articles have holes in them and Diglett is technically incomplete.
* Magikarp is "needs cleanup" because Magikarp is a weak fish. Likewise with Paras and "incomplete synopsis".
* Ludicolo is "needs party template" because it's wearing a sombrero.
