To answer you're last question, it's because in Japanese, Mr. Mime's name was バリヤード (Barrierd) which doesn't have an assigned gender. So Japanese created males and females. Pokémon was originally a genderless game so once gen II came around, it was very confusing and NoA screwed up : /
