Judging from the anime, it seems that pokemon battles have the potential to cause a fair amount of damage to the surrounding environment.

So the question is, who pays for the repairs after each battle?

And the other question is, how do they ensure the safety of the spectators? I would think a Fire Blast that flew into the stands would probably injure or kill a fair amount of spectators.

I can imagine that stadiums had shield generators set up to prevent accidents like that from happening.

I think the gymleaders get money from the government to pay that kind of stuff. Would be kinda hard to battle if the trainer knew he had to pay for all the damage afterwards xD

If we're talking anime, Ash gets hit by Flamethrowers and Thunderbolts all the time and he's always fine, so I don't see why the spectators should be any different. Who pays for the damages? Who knows? It could be James' family for all I care. Maybe even Team Rocket.

In the games, the battle hall (?) is the only place were you have a crowd watching and given the battle format...well, it doesn't really matter there.

Well, pokémon as a whole appears to be hevily subsidised. Pokémon Centres operate with as good a budget as a hospital (Or if you're British, better, fnar, fnar). I'd guess that a pokémon gym offers chances to make money alongside the normal operation - the Cerulean Gym is an obvious example, but what if each Leader's hangers-on paid a fee for thier tutelage?

they get money from the mysterious starter guardians...

Well, the games have never shown any damage and the anime doesn't seem to have money.

Perhaps Gym Leaders need to stop being lazy and get real jobs. Damn social parasites destroy buildings and get away with it.

But really, they could have side jobs, like the Cerulean Gym having water ballet's and stuff. Or perhaps the Pokemon Communist Government pays for the repairs and stuff. OR there could be a huge slavery ring that's forced to work for the gym.

Obviously the gym leaders get half the money of anyone they defeat. (Well, in game they do.) That would help pay for running the gym. Possibly they get sponsors, too. Probably the Pokémon League subsidises them a bit, and then makes a lot of money back on ticket fees, advertising, etc. for big tournaments.

Or Wake's wrestling career.

The only real damage in the Anime is ice and boulders getting busted. Ice Beam and Rock Throw fix that.
