Pokemon That Glow

Hi, this is my first post, and I have question that has been bugging me for weeks now: Why is it that some pokemon's sprites (the animation in the video games) glow for about one second when they are first sent out? A few examples I have noticed: Ampharos, Pikachu, Manaphy, and Entei...Can anyone explain why this is or supply a list of pokemon that "glow"?
 
They glow because it's part of their back sprite animation. Simple.

Speaking of simple, this could of gone in the simple questions thread..
