Teddy is a Teddiursa and Jerry is an Aipom are childhood friends who robbed a railroad car as kids. Teddy saved the life of Jerry during the chase by pulling him out of the way of a steam train. Teddy was then caught by the pokemon police, but Jerry - who could run faster - escaped. Teddy, after being sent to reform school, grows up to become an Ursaring, a notorious Pokemon gangster, while Jerry has become an Ambipom, a Pokemon professor.
Teddy returns to his old neighborhood, where Jerry is running a Pokemon Organization that intends to keep young Pokemon away from a life of crime. Five of those young Pokemon idolize Teddy, and Jerry attempts to keep his former friend from corrupting them by making a team of another five young Pokemon of his own.
Meanwhile Teddy gets into a Pokemon battle with Frazier, a Spinda, a crooked Pokemon lawyer, and Keefer, a Kecleon, a shady Pokemon businessman and municipal contractor. They try to dispose of Teddy, but Frazier and Keefer find the record book that they keep where they list the victims of their hustling business (selling things, does not got money but stuff) in the city to the city officials. Jerry learns of these events and warns Teddy to leave before he informs the police. Teddy ignores his advice and Jerry gets the public's attention and informs them all of the crooked Pokemon lawyer and Pokemon businessman, causing Frazier and Keefer to plot to kill Jerry and Teddy.
The children, who idolize Teddy, help him hide in their secret hideout. The kids then told Teddy to stay in their hideout and they will take care of everything. The kids also said that if this hideout is discovered they will move to their other hideout place. Teddy also gave them three items that they may use in case of emergency and Teddy also taught them two attacks useful for a Pokemon Gangster.
While, the kids who joined the team of Jerry team also helped him hide also in their secret hideout. The children told him that you are safe in this hideout because no one would ever suspect where their hideout is located. If ever this hideout is discovered they also have a back-up hideout. Jerry also taught them three attacks that can be used in case of emergency and also gave them 2 items each also for emergency.
The children from both sides set out to protect their leaders and catch Frazier and Keefer. The children on the side of Teddy, wants to exile them both to a far away place after they catch him. While the children on the side of Jerry, wants to catch them and turn them into the police.
