Pokémon TV Episode Order

I was browsing the Pokémon TV YouTube channel and noticed that some of the episodes are in the wrong order.

Season 1 ends with "The Breeding Center Secret", while Season 2 begins with "Princess vs. Princess" and "The Purr-fect Hero", two episodes that originally aired between "Bulbasaur's Mysterious Garden" and "The Case of the K-9 Caper", which would have made them part of Season 1.

Is this a mistake or was the episode order changed in the dub?
 
Maybe they were able to air them earlier back in 1998 but they've always been a part of Season 2, as they feature the Pikachu's Jukebox segment and in international airings they are also part of Season 2.

The real change (that I'm almost sure it was already in place when Pokemon TV launched 10 years ago, but don't quote me on it) was that the later half of the Orange Islands was the beginning of Season 3 but now it's a part of Season 2, making Season 2 quite long at around 60 episodes.

The order was changed for the dub. The most reasonable theory I've seen is that 4Kids didn't have enough money left over in their Season One budget by the time they got to "Princess vs. Princess" (due to the high amount of digital paint in the episode) and so they moved it to Season Two.

Another possibility I can imagine is that Todd Snap joins the group in EP055; perhaps they didn't want to split his travel with the group across two seasons and had to postpone two episodes because otherwise they wouldn't have reached the 52 episodes per season.
