Disclaimer: I found this list on smogon, and am reposting it here to see what members of this site have to say about it. All credit to POKEMONBATTLEBRAIN for posting this on smogon.

Also, please note that these are the rules released for Japan. although i doubt there will be much of a difference, please note this

POKEMON VGC 2010 RULES:

1. HEART GOLD/SOUL SILVER ARE THE GAMES BEING USED

Well, this is fairly standard. You have to buy the new game to battle.

2. Double Battle Cup

Same as last year.

3. 4 pokemon in a battle

Same as Last Year

4. Pokemon lv. 1 through lv 100 are allowed (!)

5. Battles are at lv. 1-50. If the pokemon are above lv. 50, the game will auto level them down to lv. 50 for the battle. Moves will stay intact during the auto leveling. If a pokemon is under lv. 50, no change is made.
Now, this is something interesting. in the past (cmiiw), the VGC has had no Local auto level, therefore you could only enter pokemon level 50 and below. Not only does this open up an array of new pokemon you can use in the championship, but new moves that would have been illegal otherwise!

6. No two of the same pokemon can be used (species clause)

7. Item Clause is on, Soul Dew is banned.

8. BANNED POKEMON ARE AS FOLLOWS:

Mew
Celebi
Jirachi
Deoxys (all forms)
Phione
Manaphy
Darkrai
Shaymin
Arceus

I am a little suprised they included phione in there, but it sucks, so it doesnt really matter

9. You may use UP TO TWO UBERS PER TEAM (probably means Team Sheet as well). This means that you cannot have a team like Kyogre/Palkia/Dialga/Mewtwo. Non-banned Ubers are considered to be:

Mewtwo
Lugia
Ho-oh
Kyogre
Groudon
Rayquaza
Dialga
Palkia
Giratina

This could be a game changer. I predict that the tourney will be centered around the use of these ubers and theyre counters. It's a surprising move on their part, but i think it could be interesting.

10. Any other pokemon may be used (this includes Tyranitar and all Rotom forms!)
discuss?
Key topics would be
*the ability to use Ubers in the Tournament
*the ability to use the Rotom formes
*the auto-level allowing 50+ pokemon to be used.

Well looks like I'm going to use legandaries thenso far I'm now pretty sure I'm going to use Mewtwo and Rayquaza and probably also Metagross and Regice.

If this is true, it'd be awesome. I finally can EV train Zapdos, Azelf and then enter. This year, all Pokemon had to be 50 or under so some Pokemon were UT.

This is truely interesting. It's going to change a few things.

Thanks.

Thank goodness that they don't have to be caught/born in HGSS.

It would be unfair to use Mewtwo, but not Heatran. I'm glad that 50+ pokemon are able to be used as well.

The official tournaments have always banned event Pokémon, and all of those are Pokémon you can't get (at this point) unless you unlock the in-game events, go to a special distribution or via breeding with a species which falls in the last two criteria (in the case of Phione). The Rotom forms aren't excluded like in the past VGC because they don't need anymore of a special event item to be accesed (Rotom Room in Silph Corp. doesn't need the Secret Key). All the other Legendary Pokémon can be caught in DPt or HGSS (if you don't count Pal Park, that is) without an event.

What about Origin Forme Giratina? Is it banned? The Griseous Orb is an event item in HGSS (you can only get it attached to the Lv. 1 Giratina with the Eigakan Arceus and you can't trade it between versions), so I don't think it'll be allowed.

tournament I can enter all Lv. Pokemon? win.

If I can enter, my team is:
Giratina-o
Foretress
Groudon
Infernape

Seems effective.

your team lacks synergy, even for a sunny day team.
alas, i could see a lot of players using rain dance teams.
with Kyogre/Kingdra/Ludicolo/Pokemon that abuses Rain Dance

Does anyone know exactly why they're so intent on double battles?

Because teams are built around single.

About my team, it was Built for Foretress to spikes, then blow up with impunity. Giratina just sweeps arse, and Groudon E-Quakes like crazy. Infernape is same. Only flaw I see is a lack of special attacks.

That's a really bad explanation.

Also, it would be foolish of you to use Earthquake when Infernrape is on the field. You can also say goodbye to your team if your opponent has a Kyogre.

Mike Liesik and TPCi said they won't be releasing the rules until the end of the year. As of the end of September they apparently haven't even formed the rules yet, as he advised League Leaders to use the 2009 rule guidelines for people at Pokemon League to practice with. And TPCi decides on the tournament rules, not Japan - when they come here, they have to use our rules. Mike said that himself at Worlds. So this most likely won't apply to us.

I see perfectly fine these rules and like DCM I don't think TPCi will change by much them for the non-Japanese VGC tournaments; the only thing that needs confirmation is the ban or not of Origin Forme Giratina, because they're keeping event Pokémon out of competition and it doesn't make any sense that they allow a Pokémon Forme which requires an item that only can be got by event. In the case that HGSS aren't released by April or May of the next year perhaps they're allowing Platinum at the first tournaments and HGSS until the World Championship.

Water type teams gonna kick some serious Poke-butt. Kyogre, Palkia, Kingdra, and Suicune much?

!. Bad ordered writing. Groundon if out wit Garitina. Anyway, Garitinia uses Shadow force. Kyorre juses surf. Go, Infernape. Mach Punch, Shadow force. KO!

lolwut
Groudon
with
Girantina
Kyogre
uses

Also, I can almost guarantee that Kyogre/Groudon/ Rayquaza are going to be some of the most used pokemon at the tourney, with the two sandsteamers thrown in there also.
Weather can be a very viable core for a team if pulled off correctly. sunny Day / Rain Dance give speed AND attack boosts. Rayquaza will be there to nullify it out.

I'm not too surprised about the legendaries, since there are so many of them. I think there are more legends than there are fire pokemon.

Hmm, probably going to see a few Rain Dance and Sunny Day teams there (due to Kyogre and Groundon). Especially Rain Dance teams, since there are some nice abilities affected by rain. Team centered around Swift Swim/Aqua Jet/Dry Skin/Rain Dish pokemon anyone? Then again Flower Gift+Groudon would be pretty sweet, with some Beamers that have Chlorophyll...Rayquaza will definitely be there to prevent those weather effects, but perhaps a Cloud Nine Golduck will be seen somewhere too?
