Pokemon White: can't go to white Forest

Hello. I just checked Bulbapedia about catching Ralts and it says I have to go to White Forest, but there's no tall grass and stuff and the snapshots of white forest don't look like the White Forest in my game. I know it's possible in White 2, but Bulbapedia says it is possible in White as well.

This probably would've been better suited to the simple answers/questions thread, that being said I think I know the solution. It's been a few years since I've touched a Gen V game but I remember you have to upgrade White Forest, I believe you'll have to connect with another Black or White Version, you need to get people from their location into your game and they bring Pokemon with them, the picture you saw online was probably a near/fully upgraded White Forest. I'm not entirely sure if there are others way to get people into your forest.
 
I've remembered having similar confusions when I entered an almost barren Black City. They're both unusual places.
 
If I remember right, the longer that you take to beat the main game, the fewer people and less scenery there will be when you first enter your Black City/White Forest. To remedy this, you have to go into somebody else's Black City/White Forest via the Entralink and invite their residents into your game. And, the Pokémon that you can catch in White Forest correspond to certain residents, so even if you do this, there is no guarantee that your Entralink partner's game will have the one who corresponds to Ralts.

That's exactly it! I knew there had to be a way to generate people, or else nobody would have any people to invite. If you take 1-4 days to beat the game it usually gives you a decent amount, the longer it takes you the less people you get. I hope you know people with BW because if you don't you're gonna have a bad time.

To quote from Bulbapedia:
The appearance of White Forest is dependent on the number of people currently residing there. When the player enters the forest for the very first time, the total number of residents is determined by the number of days it took the player to reach White Forest. The number of residents can be between 0 (low occupancy) and 10 (maximum occupancy). In addition to visual changes, some wild Pokémon will only appear with a certain resident.

When using the Entralink feature to visit another player's Black City, the player can invite people who have left their Black City to come to White Forest to increase occupancy; this can enable new items and wild Pokémon to be found.

To get Ralts to appear, you need a resident called Lena (a girl with blue ponytails). So if you don't have her yet, you should use the Entralink feature to connect to someone with Pokémon Black to get her. You can read how to do that here.
