I think the OP means PokeSav, which is a program that can edit your save game.

It's possible that messing around with the save could mess up your game if you don't know what you're doing. To be honest, I've never used PokeSav, so I'm not 100% sure.

I can tell you, if you aren't trying to alter graphics or change a Pokémon into something not completely programmed into the Pokédex, it's pretty safe. It just alters the data of a Pokémon itself, not the game. I would never accept a hacked Pokémon, but it won't "mess up" your game if you get a PokéSav'd Pokémon from someone you trust.
 
I don't use PokeSavs because hacking isn't playing fair. Not to you, and not to the rest of us.
 
I've heard of many Pokemon made on PokeSavs coming out wrong. Usually it's something minute like the IV messages being wrong but there are other things more obviously noticeable like Cressilia with Pressure. (WTF?)

They don't mess up the game though, but they're totally awful.
