Okay, it was recently revealed on "Mastermind of Mirgae Pokemon" that Prof. Oak had a Dragonite, but when and where did he get it? Let alone where did he capture his Charmeleon, Pidgey and Seaking too?

Other than what we've already seen of him as Sammy, when and where do you think he captured his Pokies as a young trainer?
 
He probably has it on loan from some trainer at the Lab, or perhaps Gary even. Just by storing Pokemon for trainers he has access to a lot of them.

What Seaking? I can see Charmeleon be sort of manga-based or something, because in Issue 2 of Electric Tale of Pikachu, Oak explains that while on a trip with his father, he caught a Charmander and raised it into a Charizard.
 
Charmeleon I guess he could have had thoughts of being a trainer and choosing Charmander. Pidgey are around Pallet so having one isn't that big of a deal. It could've even been one that was in Ash's Pigeot's group and just like injured by Fearow so he kept it. For Dragonite he could've caught a Dratini. Since in the Legend of Dratini he said he knew the warden so he possibly even got one that was a child of the warden's friend Dragonair.
 
Oak's background gives him the ability to have a Pokemon like Dragonite. I don't think it deserves any kind of explanation.

Is that dub-wise, or in the original? Dub-wise, don't believe it. So far in the dub Hosos, they've claimed that Richie has an Eevee, and Casey's got a Magmar and Rapidash.
