Last I heard the last stage depends heavily on the functionality of the software and the software itself, but then again we haven't even got through phase 4...

Yes, we've had significant issues tracking down software to handle stuff like the library without presenting too many security issues. It's increasingly looking like we may need to write something from scratch.
