Proposing/starting a Project

I know there was a guide for this, I've seen it before. I can't remember where it is though, so I'm posting here.

What are the steps for proposing a Project for consideration?

Before we rush into anything, what is the Project about? Most of the articles are already covered by something. In addition, we try not to promote the trivialization of Projects, i.e. a Project for Gym Leaders would be irrelevant as they are covered by Project CharacterDex.

I was thinking that there should be a project to more fully develop the available information on the movies; I notice that a lot of information on the movie pages is either missing or half complete.

Looking at Movie 10's page for example, while the cast list is fully developed and complete, the synopsis is not (I see it's marked, but honestly, I can't think of too many people who are going to take the time and write out a full one like I did for Movie 12) and names are missing from the staff list, something that most likely could be filled in through careful analyzation of the DVD credits.

I know Movie 12 just came out, but the page for it is woefully inadequate; at least two posters are missing from the poster section, it claims that Beautifly and Heracross are "featured" even though they only appear in the beginning, and the Pokémon list only names those owned by the Twerps.

I guess what I'm picturing is something that develops the movie information on Bulbapedia into the go-to place for such things, because honestly, right now I'd probably go to Dogasu's Backpack if I wanted to get stuff like character art and detailed information.
 
The movie articles suck, yes.

This has been brought up before. Every time, it's been suggested that the proposer work under the flag of Project Anime, seeing as the movies are part of the anime.

That work ok for you?

Fair enough. I would suggest though that a note about the movie articles be added to the Project Anime page noting what is needed, or perhaps a subproject spun off from the main one ala Project CoD and Project Custom Sprite.
