Putting Files on Bittorent

I know HOW to download from Bittorent, but how do I make one of those torrent files so that people can download stuff from me? I want to put a file up on the internet to share with everyone for my Pokemon site, but I am not sure how to do so.

Also, is there any way of preventing people from exiting BT once they have finished downloading the file? Or keeping track of them?
