Is it possible for a Ho-Oh to be captured below level 70 in the third generation? Or were there any Ho-Ohs given away at events that were below level 70?

And what levels were Raikou, Suicune, and Entei found at in FR/LG?

If I remember correctly, you can only get Ho Oh at level 70 on Navel Rock... legitimately anyway, you could potentially hack it and get it any level you choose, same with any legendary.
As for the dogs, I remember when I caught my Raikou it was level 40 (I think) but don't hold me to that because that was the only one I got). I never got one on Fire Red.
 
While we're on the subject of the Legendary Beasts, I have a question in regards to where they can be tracked. The first time I played LeafGreen, I started off with Charmander, so my Beast was Suicune. When I encountered him for the first time, I was surfing on Route 20, which if you don't know, is the sea route that connects Fuchsia and Cinnabar. It struck me as kind of odd that a clearly terrestrial Pokemon could be encountered on a sea route, but I chalked it up to Suicune being a Water pokemon. I loaned my game to my cousin on the condition that he started off with Bulbasaur so I could get my hands on an Entei to upload to my Pal Park in Diamond. Will Entei also appear on the water routes, or could only Suicune turn up there.

I would assume that Entei appears in grass, like Raikou does.

Suicune can also appear on grass. My question is if it's the only one that can show up on sea routes.
 
Yeah, sorry, misunderstood. I wouldn't have thought so, seeing as Suicine is a Water type and the others are Electric and Fire.
