Are you allowed to trade for a pokémon, clone it, and then open a new thread re-offering it wihtout the person's permission?

You post this at the wrong section.. To answer your question, yes you can.. Unless the trader state a rule that you can't clone or distribute.. Otherwise, you can clone "your" pokemon..
