If an image is derived from a manga scan, and I'm trying to upload it, what is the licensing? (Not neccessarily just Bulbapedia)
 
I think a company can only take legal action against you if you claim their products are your own or try to sell them without permission, but then again I'm not lawyer or anything so don't quote me on it.
 
If you're redistributing someone else's copyrighted work without permission, it's illegal unless it falls under whatever fair use laws might exist in the country in question. I'm pretty sure you can't give any kind of licence for somebody else's work...
