Yes, it is against the rules.
 
But for some ROMs they're not rips of games. What if I programmed my own ROM and wanted to discuss it?

Let's not try to deliberately find holes in the rules. The rules say ROMs and doesn't separate commercial game rips from homebrew ROMs, so all discussion of them is banned. We couldn't ensure such a ROM would be your own creation anyway.
