How do we know they are skilled especially since "Masquerain's only known move is Gust. " and "None of (Surskit) moves are known" ?

Would edit myself but I can't caused it is...I think the term is a "locked article".
 
I believe their skill is implied through the fact that they are challenging the Battle Tower, and likely other dialogue as well.

I'm not sure you need to do anything to fight in battle tower?
I'll watch it again for this "other dialogue". But since we haven't seen them fight I really think that we can't say they are skilled. Besides anyone can act skilled.
 
Audrey and Kathryn never challenged the battle tower though, they just went to watch Rafe

I think the skilled part comes from the fact that they have Pokemon while Max, who also seems to be their age, doesn't. I don't think its necessary to say "skilled" either though, since the only skill we saw was when their Pokemon helped save the town
