Question for FireRed Game

Okay, I have a question. Is the HM Waterfall in this game, and if so, where/who do you get it from? Also, what HM/TM do you need to move around in SeaFoam Island?

1) Island Four, Icefall Cave

2) You need Strength and Surf; Strength to move boulders and stop the water currents, and Surf for getting to the island, and travesing said water currents.

another question then, where is Island Four? and I didn't see any boulders to move in SeaFoam Island

Island Four is in the Sevii Islands, and you can't unlock it until you defeat the Elite Four.

Most likely, the members here are annoyed by the questions constantly being asked by random people.
