Question regarding a Platinum page

I am curious as to why this was changed to "Ruined World" from the original and widely accepted "Torn World."

Because English Nintendo must have revealed it to be Ruined World. When English is present, English trumps Japanese. (In most cases)

Has this game even been mentioned outside of Japan? All the information that's known is from the Japanese version. Other versions don't even have a release date...

Apparently, it comes from an issue of Nintendo Official Magazine. I'm not sure how official that makes "Ruined World", though.
