In regards to an email, if you're going to ask them to use your own designs or pitch them then I wouldn't bother; they'll likely only take fan designs when they're the prize for actual competitions.
For what to use, I wouldn't use Paint as it sucks. GIMP is a good free program to use.

Ken Sugimori has a Twitter.. Sayuri Ichiishi was the main character designer for the beginning of the anime, she now works at OLM conceptualizing each movie; recently the character designs vary by person each episode, I believe.
