No, it means the user racked up enough points to receive a small vacation. 10 points is all it takes to be banned. That's two counts of trolling. Or advertising.
So does that mean when I got the banhammer my username was like that? I always thought they just changed their username to look like that.
Basically, a users name has different formatting depending on what group they're in. Italic is mods, Bold is Super Mods, Bold Italic is Admins, Regular formatting is a standard user, andStrikethroughis banned users.

Admins have access to the overall forum powers. S-Mods are just Moderators with global moderating powers. And regular Mod powers only work in their respective forums, though anyone on staff can issue an infraction and a ban.
Though provisional mods don't have the swanky italics. ...And Mozz is definitely a special case.
