Since the CoroCoro thread is too cluttered with discussion of the new species, the announcement of this feature warrants creating a separate thread.
This thread can be used for discussing the rules that will be enforced in this kind of battles. The following is Bulbapedia's description of the feature from PBR:
Bulbapedia isn't specific on points that are usually determined by applying custom rules, but obviously not in this feature. But it is well-known that all Pokémon are eligible, although legendary Pokémon were banned for a brief period in 2007. I'm quite sure that Black and White will use the Battle Tower's rules and ban Pokémon such as Mew and Mewtwo (ones that are normally unobtainable or have a base stat total of over 600 without a hindering ability).
Beyond deviations from PBR in terms of the rules, Black and White will allow players to upload their save files to the Internet. My guess is that a web site similar to the current one for the GTS, will be launched upon games' release and make it possible for players to select their "random" opponents. The actually random system will be used in-game without requiring Internet access, whereas the web site will allow players to browse the data uploaded by other players and request a battle with a player of their choice.
Hopefully, Game Freak have a few surprises up their sleeves, and the Internet feature will have an even broader use than the idea described above.
CoroCoro also notes that foreign players (as in non-Japanese) will be able to communicate with the Japanese players once the games are released in other countries in 2011.
