I know it contains 10 members, but 8 are soon to be IPGL-registered. 2 are there for backup.

Before I commence EV training, I want you to rate this team:

Swampert
Item: Leftovers
Nature: Relaxed
Moveset:
~ Stealth Rock
~ Earthquake
~ Waterfall
~ Roar
EVs: 252 HP / 6 Atk / 252 Def

This is a lead as well as a physical wall, with some nice attack moves to boot. Most of the team is weak to Fire and Steel, so Swampert is in here for some typing balance.

Scizor
Item: Life Orb
Ability: Technician
Nature: Adamant
Moveset:
~ Swords Dance
~ Bullet Punch
~ Superpower
~ Roost
EVs: 32 HP / 254 Atk / 224 Spe

Scizor serves as a pure physical attacker. After a Swords Dance boost, combined with Technician and Life Orb, Bullet Punch will be a powerful move (not to mention it always attacks first). Superpower is a last resort, mainly against those resistant to Bullet Punch. Roost is there for recovery purposes, as the Life Orb drains health.

Tyranitar
Item: Life Orb
Nature: Adamant
Moveset:
~ Stone Edge
~ Crunch
~ Aqua Tail
~ Earthquake
EVs: 164 HP / 252 Atk / 94 Spe

Tyranitar will function well as lead: it doesn't have Stealth Rock+Roar, but it sends a permanent sandstorm onto the field with Sand Stream. This guy is purely for physical attacking.

Mamoswine
Item: Life Orb
Ability: Snow Cloak
Nature: Adamant
Moveset:
~ Earthquake
~ Ice Shard
~ Stone Edge
~ Superpower
EVs: 252 Atk / 4 Def / 254 Spe

Another physical attacker. This one can come in right after either Abomasnow OR Tyranitar because of its Ice/Ground typing. (Though it would gain more benefits from the hail.)

Garchomp
Item: Life Orb
Nature: Jolly
Moveset:
~ Swords Dance
~ Dragon Claw
~ Earthquake
~ Fire Fang
EVs: 4 HP / 254 Atk / 252 Spe

Another Swords Dance user. It can easily come in after Tyranitar because of its ability. Dragon Claw and Earthquake gain STAB benefits, and Fire Fang is there to counter Ice types that could kill Garchomp easily otherwise.

Lapras
Item: Leftovers
Ability: Water Absorb
Nature: Sassy
Moveset:
~ Roar
~ Thunderbolt
~ Ice Beam
~ Toxic
EVs: 127 HP / 127 SpA / 127 Def / 127 SpD

This one is a bulky Water type who can use Toxic+Roar with relative ease. It also has BoltBeam, thus the EV balance.

Abomasnow
Item: Leftovers
Nature: Jolly
Moveset:
~ Substitute
~ Leech Seed
~ Blizzard
~ Focus Punch
EVs: 4 Atk / 254 SpA / 252 Spe

A good lead option. This one opens up plenty of doors for Froslass, Mamoswine,
and to a lesser extent, Lapras. Also, Substitute+Leech Seed+Focus Punch is an awesome combo that places it above other Substitute+Leech Seed users.

Skarmory
Item: Leftovers
Ability: Keen Eye
Nature: Impish
Moveset:
~ Spikes
~ Whirlwind
~ Brave Bird
~ Roost

EVs: 252 HP / 82 Atk / 176 Def

Another nice lead option, with the Spikes+Whirlwind combo.

Metagross
Item: Life Orb
Nature: Adamant
Moveset:
~ Meteor Mash
~ Earthquake
~ Explosion
~ ThunderPunch
EVs: 252 HP / 238 Atk / 20 Def

Physical attacking monster. Few can withstand Explosion with those stats, though it does come at a cost.

Froslass
Item: Leftovers / Brightpowder
Nature: Timid
Moveset:
~ Substitute
~ Thunder Wave
~ Blizzard
~ Confuse Ray
EVs: 32 HP / 226 SpA / 252 Spe

Works well right after Abomasnow. With Substitute, parafusion, and Blizzard (its accuracy is raised to %100 in hail), this one is deadly.

Your team has two weather conditions. I don't know if you'd be able to coordinate that very well. Also, most of your team is are Physical. You might want to balance your team with a few more Special attackers. You might want to consider giving some of your Pokémon STAB for both types instead of just one type.

Also, I would like to point out that your items are very diverse, either. Not that it matters in the IPGL (anymore), but something to think about.

FYI, in most battles, evasive clause is in effect. so don't give bright powder to froslass. unless you play by no clauses

Good point. I'll throw in some Special attackers for good measure later on.

I would like to point out that your items aren't very diverse, either. Not that it matters in the IPGL (anymore), but something to think about.

That's only an issue in places like the Battle Frontier.
 
2 Weather conditions... Solid if you know to change it so you have the upperhand.
Also if in Hail give Lapras Blizzard. Just an idea. Give either Metagross or Mamoswine a Choice Band.

I agree there are far too many physical attackers. Also I don't get the double weather condition..your team won't function well like that at all.
 
For the Special attackers issue: I'll throw in Claydol, Glaceon, and Magnezone for good measure.

The double weather conditions: Risky, yes. But I've got some methods of coordinating that correctly. As long as I know how to keep the upper hand...
