In early BW, the fanservice directed to the "otaku" audience was almost zero. Even in late DP fanservice hasn't had importance to showcase female ncharacter. The minidress of Dawn wasn't showing any sexy characteristic most of the time in late DP and her Grand Festival dress is not something that I call "fanservice outfit".
During BW1 even that bit of fanservice was taking off (Iris has little fanservice) except the case of Elesa and Skyla, for obvious reasons.
But in early BW2 (Dawn cameo), Decolora Adventures and XY the fanservice of the characters has been gone up even when they used the game outfits (which has fanservice). But since then:
"Cynthia has a summer version of her outfit, which is clearlymore hot than the original"
"Dawn reappeared with the same outfit as before, and here she uses the fanserviuce characteristics of her shirt. Not to mention her green bikini"
The most fanservicing member of the Elite 4, Caitlin, appears.
And recently:
Various characters with big boobs has appeared in the anime. Viola, Clair and specially Alexa appeared in the animel Alexa in particular has particularly "hottish" in some scenes when her boobs take the center of the screen. In late BW, it's very rare to see any breasts and buttocks on the screen.
Serena ha already been fanserviced a bit even though she hasn't changed much of outfit or out a swimsuit yet. In her lat eisode, a very telling scene is used to showcase "fanservice" using her skirt. Also, the relationship with Ash has "fanservice" in it. They never tried to make "fanservice" with iris but they are doing fanservice with Serena when they were young(!).
In BW there has been a lack of female CotD who were older. In XY we have two CotD (one confirmed to be a CotD, the other can be recurring) thsat have a bit "fanservice" designs, specially the side characgter of the upcoming Sylveon episode.
