Recruiting Deoxys

This thread is a much simpler one, just two questions.

What level must I be to recruit Deoxys? The guide says only that "you must be at an extremely high level."

Do I get its Friend Area when I recruit it or do I have to find it first?
 
you must be level 30 or higher if your team leader is holding a friend bow
without the friend bow you must be level 60 or higher
 
I can barely believe that. My brother is level 100 and hes been in Meteor Cave around 40 times- No Deoxys yet and he has all of the stuff needed to get him.. (Including restrictions)
