Riolu wanted: Level 1 UT would be nice!

"Free" is a relative term around here. While game mechanics don't allow something for nothing, you could give up as little as 200 poke-dollars on a random capture to get what you want.

Vixana means that for the cost of 1 pokeball, you could capture just any old random pokemon for trade for Riolu. Example: catch a patrat (or pidgey or ratatta or w/e useless first route pokemon floats your boat) and trade it for the pokemon you want. That's basically what "free" means, they'll take any random poke for the one you want.
