RNG Question

Can you RNG the Event Enigma Stone Lati@s? I am wondering as I am about to start that event, and I am going to be able to RNG starting tomorrow. I'd like to know as I want to have a Perfect Latios, and I have SoulSilver. Thanks in advance!

This thread already exists. The title mentions shinies specifically, but you can ask about RNG'ing for IVs/etc. there as well. Or just check out Smogon, which I believe has some tutorials on the subject.
