What is it?
Rogues Gallery is a hub for roleplaying. Superhero themed roleplaying, to be precise. The janitor or one of the other staffers uses a random number generator to determine who goes against whom. They then choose their allies and duke it out in a private RP.
Mechanics
The janitor (@Kona-Chan) randomly draws two characters: One hero, and one villain. The relevant players are notified, and the villain creates a plot, or what they intend to do. It is the hero's job to make sure this doesn't happen. Each player can select up to two allies. They can be of any affinity, even one opposite yours. However, note that characters of opposite alignments are usually less loyal...
After allies have been chosen, a thread is created in the Private RPs district. There, the characters duke it out, the heroes in an attempt to stop the villain's plan, the villains attempting to ensure their success. The winner(s) should ideally be agreed upon by all participants. However, if a consensus cannot be made, a staffer can decide. The winner should primarily be based off of whether the villain was successful or not. In the event of defections, anyone on the winning side at the end takes a win. Anyone on the losing side at the end takes a loss.

Sign-Up Sheet
Real Name: What your character's actual name is. Most superheroes don't want people referring to them by their real names.
Alias: The name of their superhero persona.
Affinity: Your character's side: Either Hero, Villain, or Mercenary.
Citizenship: What country is your character from, and where do they usually live now?
Age: How old is your character? Immortality is possible, but cliche.
Appearance: What does your dude look like? Remember, a picture is worth a thousand words.
Superpowers: What supernatural abilities does your character have?
Abilities: This covers anything your character develops naturally. Lifting weights to become strong enough to lift cars is an ability; Dunking oneself in a vat of radioactive goo to achieve the same effect is not.
Equipment: What kind of equipment does your character have? Stuff like magic swords, jetpacks, and bazookas go here.
Backstory: What makes your character who they are? Make sure to be detailed, and include how your character got his or her powers.
Theme Song: Is there a song that perfectly describes your character? Put it here! This field is totally optional.

Rules
-No Godmodding: No making your characters ridiculously power. All characters should be at roughly the same strength: The determinant for winner should not be how powerful a character is, but how good an RPer is at strategizing. In a similar vein, no saying an attack hit: Your opponent is the one who decides that.
-Avoid OOC: If it's gonna take up 300 posts, take it to VM.
-Respect other RPers: This should go without saying: Be honest, be nice, stuff like that. Be chill, and treat others like you want to be treated yourself.

Winner: HEROES (Tamaki, Junpei, & Corruption)
Synopsis: The villain Black Mist, intent on obliterating London, was foiled by the team of Shift, Mega Neko, and Bellephron. Mega Neko found the bomb and, upon being told the villainous maiden would meet him in Paris and forgetting he had the explosive, accidentally took it there. He then remembered he had it and sent it into space. Meanwhile, Bellephron held off Black Mist at the Thames, as Eliot returned, and battled her atop the dam. He had almost given up when Shift appeared, and teleported Miko and the bomb into a pocket dimension, where Eliot dressed in a cheerleader uniform and cheered Semper on as he fought with Miko. While they were occupied, Mega Neko summoned a bomb squad kitty and disabled the bomb, finding it was full of poison gas, which suggested that Black Mist's employer wanted her dead as well. So they all went and killed Miko's boss.
Rogues Gallery - Issue Two: The First Night (Godzillawolf & Master Mew)
Winner: STALEMATE
Synopsis: The Superhero Jarrett Holmes, AKA 'Detective Fate,' goes toe-to-toe with a familiar face from his past, Troy Foster, AKA the Supervillain 'The Prowler.' Prowler sets in motion a chain of thefts and apparent suicides across New York city as he attempts to pull at the strings of the ever stoic Detective Fate. At the height of the drama, Prowler forces Fate's hand in a sadistic choice in which one of three people will die, and Fate must choose who it will be. Ultimately, Fate chose Prowler, and Prowler died with a satisfied smile on his face. In their increasing desperation, both Hero and Villain crossed new lines in this dramatic storyline, and it seems inevitable that this dramatic faceoff has not yet seen its true, well-deserved climax.
Rogues Gallery - Issue Three: Icira Witherflame: The First Encounter (Glitchipedia, Singin in the Rain, & Tamaki)
Winner: HERO (Singin in the Rain)
Synopsis: Disarray and Icira teamed up to collect a large laser to destroy the capital with. Meeting in an ice cream parlor, they were accosted by Jeremy, who attacked them and sealed the store. Seeing as Icira had yet to do anything, Disarray called the police, only for Jeremy to escape. They later absconded to Disarray's lair in the basement of a comic book store, and discussed plans.
Picking up the laser, they returned to Icira's lair, where Disarray had an idea: To turn Icira's avatar in to the police, and make it look like she had died in prison. Then, use the funeral procession as an excuse to go to D.C. with a police escort. With the laser disguised as a statue of Icira, they proceeded to D.C., only to be stopped by Jeremy. Jeremy was defeated by Disarray and his mad surfing skillz, but not before Jeremy disabled the police escort.
Calling the army, Icira and Disarray made their way to D.C., where they set up the laser on a hill overlooking the capital. Meanwhile, having made 15,000$ doing random odd jobs, Jeremy came to the funeral to stop them. There, Disarray and him fought it out while Icira activated the beam, only for Jeremy to reveal he had purchased a device which absorbed lasers. Absorbing the energy, he fired it at the machine. Using his own laser to weaken the beam somewhat, and his suit's light-bending properties, he attempted to block the attack, melting his face off in the process.
Though the attack was blocked, at some point during the fight, the machines power source had broken. Their plan foiled, Disarray turned invisible and escaped, getting his face rebuilt by Icira, who had abandoned her avatar to escape. He later turned himself in, where he hired an expensive lawyer and got himself acquitted.

Staff: Members and Positions
Unlike in most RPs, where there is a single GM with lots of co-GMs, there are several co-GMs, each one with approximately equal power. This makes it so staffers can participate in the RPs with as much fairness as possible. Staffers cannot accept their own characters, or set up their own plots, or rule on their own missions. The positions are:
Janitor
@Kona-Chan
The Janitor's job is to make sure the original post is up to date. He or she also organizes plots, rolling them and sending out PMs. For his own plots, some other staffer will send out the PMs. The janitor cannot accept characters or rule on plots.
Post Officer
@Stellar Haze
The post officer's job is to send out VMs and PMs that are not related to actual missions. He also can accept characters and rule on plots.
Warden
@JakkuEbansu
The warden is in control of New Alcatraz and the courts in the RGverse: He decides when people escape, and also hands down sentences to arrested villains. He can, like most other staffers, accept characters and rule on plots.
CO-GM
@Tye Taylors
The CO-GM's job is to accept sign-ups, rule on plots, and do everything else that doesn't fall under the jurisdiction of the other sta

Quick-Strike
In each roleplay, all participating characters may use one "Quick-Strike" (additional Quick-Strikes may be acquired through winning games). A Quick-Strike is essentially a single attack or other action which can be performed with the assumption of success (i.e. "powerplay"). For instance, you can say your character punched your opponent in the jaw, rather than saying he "attempted" to do so and waiting for your opponents response. Quick-Strikes adhere to a strict "3-Second-Rule" - i.e. the maneuver is limited to what is physically possible for your character to complete withing a three-second period of time.
Quick-Strikes can never be used with the intent of fatal consequences or severe injury, nor are they acceptable as "plot-finishers" (i.e. your Quick-Strike cannot be the sole cause of your victory in the roleplay).
