1. Pika and Goliath was a tribute to the original episode in which Pikachu chose not to evolve.

If anything, this episode played more off of Bulbasaur not wanting to evolve.

2. This episode is NOT FILLER. Character development is NEVER filler.

So calm down, and get your facts right.

I know about all the episodes you just mentioned, but I was referring to the way Piplup was acting in the scene before he leaves through the window, which was a scene almost exactly taken from Pika and Goliath.

The other part's came off "Bulbasaur's Mysterious Garden" or whatever the episode was called whre Bulbasaur tried not to evolve.

And I'm pretty sure the only non-fillers are Gym Battles, Contests, catching a new Pokemon, Main characters/rivals leaving or being introduced, and basically anything ACTUALLY refered to in a later episode.
 
Press that B button, Piplup. Anyway, I find the whole idea behind this ep to be idiotic. Preserve the memory of when they first met? You can do that without stopping evolution. It's not as stupid as Pika's refusal to evolve or even Bulba's, but I still see no purpose behind it. The writers must have their Pika clone, though. It's nice to see all three evo states in one place, though. Note: The mention of the ping-pong tournament reminds me of even further idiocy to come. It's an ok ep besides my personal hatred of the subject matter.
 
Basically, Piplup mimicks what Bulbasaur did in the earlier eps. Only thing I've seen was Dawn's pokémon copy one of the other Original arc pokémon. All we need is Buneary/Pachirisu to copy Squirtle, and we're pretty much set from there.

Character Development is not filler. Piplup choosing not to evolve is part of its character.

Character development is included as well, because later on if someone asks why Piplup hasn't evolved after all this time, one can point to this episode as the explanation. It's no different than evolutions and the other things you mentioned. If someone's wondering when Staravia evolved, one can point to that episode. Those things make those episodes non-filler because important things happened that shouldn't be missed if one wants to follow the whole story.

Also considering that two characters, Barry and Kenny, arrive into the town during the episode. This episode is actually linked with the next two episodes as well.
 
How is this episode pointless? Piplup is a Pokemon that doesn't need a certain stone or item to evolve, so this whole 'stopping evolution episode' was going to have to come eventually.

Certain elements and how they went about with this episode may have been similar to Bulbasaur/Pikachu/ect, but it's by no means pointless.

My favorite part of the episode was the interaction with Dawn/Barry/Kenny though. c:

I found this to be an okay episode for what it was. Over the course of the anime, they haven't really done too many episodes where a Pokemon doesn't want to evolve, at least not compare to other episodes. However, this is probably my least favorite of the evolution-refusal episodes.

While I did like the idea of using Bide to prevent evolution, I felt that it did get redundant, especially the last time. I mean,Piplup was able to recover quick enough to blast Team Rocket off, even though earlier it had collapsed after using Bide. As well, it had not long before countered a bunch of Hyper Beams from Ariados. You would expect it to be somewhat tired.

It was cool to have both Barry and Kenny there. Barry also provides amusement (I liked the part where he and Empoleon were pushing the other guys through the hallway). However, I think that they could've been utilized much more in trying to convince Piplup. I was waiting for a scene where Barry was going to fine Piplup if he didn't evolve.

Overall, it was a fine episode, but it wasn't nearly as good as I felt that it could've been.

Well, I had a rant about English Fanon Term Usage, but so many people beat me to it....

Unfortunately, I've now used up my time writing a rant about the meaning of "filler" that shall remain forever unseen...so I've run out of time to actually discuss the episode....:embarass:

"Decline" still means "development" because "development" = change. The lost of the potential to change is a change in and of itself.

Piplup had the potential to evolve before this episode, and now it doesn't; thus, something has changed on a permanent basis; thus, development has occurred. Whether you think it was a good development, a bad development, or a frustrating and pointless development, doesn't really matter, unfortunately.

I have little to say since we have already seen the episode so there is no point in making some synopsis.
But...
- Kenny's voice is so wrong.
- They kept the Japanese text on the Ping-Pong poster.
- We finally have our first piece of original BGM in this episode about 15 minutes in- Team Rocket's motto. Team Missile lol.
- Prinpoleon... I was correct. That is exactly what they called it.
- Finally Satoshi's DP theme.
- At least they kept the sad music at the end. Something I thought they would have never done.
