No, it's the writers response to the whiny fanboys who demand Piplup to evolve this second.I heard about this episode awhile back. This is Piplup's biggest Pikachu rip-off yet. Stupid penguin....
Okay, here we go.
OMG THIS EPISODE IS A PERFECT RIP-OFF OF PIKA AND GOLIATH!!!! STUPID PIPLUP...
Alright, not the best, but okay filler. 6/10.
1. Pika and Goliath was a tribute to the original episode in which Pikachu chose not to evolve.
If anything, this episode played more off of Bulbasaur not wanting to evolve.
2. This episode is NOT FILLER. Character development is NEVER filler.
So calm down, and get your facts right.
And I'm pretty sure the only non-fillers are Gym Battles, Contests, catching a new Pokemon, Main characters/rivals leaving or being introduced, and basically anything ACTUALLY refered to in a later episode.
Character development is included as well, because later on if someone asks why Piplup hasn't evolved after all this time, one can point to this episode as the explanation. It's no different than evolutions and the other things you mentioned. If someone's wondering when Staravia evolved, one can point to that episode. Character Development is not filler. Piplup choosing not to evolve is part of its character.

But Piplup is already estabilished as overpowered cutie mascot, so...Okay, how the heck is Piplup able to take so many Hyper Beams? That just seems a bit overpowered to me.

I don't see Piplup not evolving as character development. I more see it as character decline. But that's my opinion.
