Is there a code/glitch/AR code that allows you to have Safari Balls outside the Great Marsh?

Yeah, its called using a Great Ball since they have the same catch rate.

I don't cheat, but I think it's possible if you use some kind of buy any item cheat.

Oh if you have an Action Replay DS go past the woman who give you the balls for the Saffary Game and you can catch with reguler Pokeballs.
