How does Sand Stream work in the anime?

I know that in the games, the ability activates when the Pokémon enters the battle but since the games are different from the anime, the effects are different.
 
It's never been shown in the anime as far as I know. However, Sandstorm has been shown several times (usually creating a tornado of sand to block an opponent's move or to attack the other Pokemon).
