Pokemon Special will come out in English in Singapore eventually. They're up to 23...and 24 will be out soon, as noted by the coming soon section of their site.

Pocket Monsters DP, the manga I'm an enthusiast of, might be translated by Chuang Yi...eventually, since they translated Emerald Challenge Battle Frontier; which is illustrated by the same artist.

...Or might not.
