Hmm... Does it have to be a Sinoh starter (Turtwig, Chimchar, or Piplup)?

It does not. You can catch other Pokemon in other ways. Just make sure its a Basic form. You also won't already have the Pokemon. Once we start you can demonstrate how you caught it.

If his sister is insulted, or threatened in any way, he may respond violently.

She is friendly to everyone she meets, except for boys that try to put the moves on her, and people that insult or threaten her or her Pokemon. Unfortunately, with her attractiveness, every boy tries to flirt with her, so she can seem very ill-tempered most of the time. She is eager to learn about new things, and always does her best.
