Serious help with EV's

I have been using an action replay to get large amounts of garchomps or other high EV pokemon at a low level. I had taken all the normal precautions (using a newborn pokemon, only using vitamins in stats to maximize, etc) but when I test my attack EV using berries, I can only use 11 to lower what should have been a maxed out attack EV by fighting 25 garchomps with a power bracer, making +7 attack each battle. combine this 175 with the 100 I had already gotten from Proteins, I should have way more than enough. And yet, my test only shows I have 110 Attack EVs

So a couple questions.
1. Does a WPM from an Action Replay remove the ability to gain large amounts of EVs
2. Do those berries take away 10% and not 10 EVs (10% of 255 would be rounded to 25, making the extra one for 11)
3. Is there a limit for the amount of berries you use

Also, on that topic, EVs are saved after evolution, correct?
And just to verify (I'm paranoid) I can battle anyone once I have maxed EVs to the 510
Finally, are IVs increased with levels, or with the pokemon you fight like EVs, or are predetermined upon catching (somewhat curious is lower than Highly Curious)

I only used an Action Replay a couple times. Just for the event only pokemon, unobtainable berries, and the WPM. I don't think using it is a bad thing. In fact, I hate the fact that this stuff isn't released with the actual game. I don't like spending an extra $20 for a game I already spent $35 on to fully enjoy it. It would be acceptable for DLC, but not forcing us to go to events and such. I just simply don't have the time to do so.
