I would say no.
In FR/LG, you only got to go to the Sevii Islands because you just happened to run into Bill, who had a ferry ticket, as you were leaving Cinnabar Gym. They're not really a part of Kanto that's easily accessed by anyone, so by the time HGSS takes place, with no Bill and no ticket (and possibly, no Cinnabar) there will be no way and no need for you (the player character) to go to the Sevii Islands at all.
okay, no offense, but that post makes no sense whatsoever. Why on earth would you assume that Sevii would be reached IN THE EXACT SAME WAY AS FRLG?

How do you propose you get to the Sevii Islands, then? Obviously if they were within Surfing distance of the rest of Kanto then there would have been no need for the ferry in the first place.
That and the obvious which everyone else has stated: there's no point.
I don't see the point of Sevii though. It added Gen II and Gen III elements to FRLG which tried to stay as Gen I as possible. Since this already has most of those elements, it's not really necessary. I couldn't see them wanting to put Hoenn pokemon in, since it already has Johto and Kanto ones. I'm sure that whatever other random pokemon they throw in will be enough. Can anyone think of another reason for Sevii?

And whatever they do, they won't use the same storyline twice. It's stupid. Why did you even consider that as a suggestion?

Anyway, my point was, all the reasons you traveled to Sevii in FR/LG will no longer exist and it's just stupid to revisit them. There will be enough to do in the rest of Kanto/Johto.
