Which one of these 3 Ghost Girl members of the Elite 4 is the best? Which has the better team, better design?

Shauntal is a book writing ghost specialist.

I like Shauntel's character with her book writing and her range of Pokemon. So she's my favourite, I loved going up to her to listen to what she has to say, she also slightly reminds me of Velma from Scooby Doo.

But in terms of strength I think Agatha wins, but damn, her Pokemon Adventures though!
 
Shauntal is my favorite E4 member so yeah. Love her design, that she's a writer and specializes in ghost pokemon. Her room was sweet too.
 
Phoebe has this interesting Thing that I really like. The whole inconsistency of her design, personality and team is just fun to me.
 
Shauntal and Phoebe tie for me. Shauntal will probably write good ghost stories fit for her theme team, and Phoebe can actually talk to ghosts :3
 
Damn it. I did not mean to vote Shauntal.

My favorite is Agatha, if only because she's the scariest of the three and has a connection to Professor Oak, which makes her more than just random Elite Four member. It gives her a history. Her ruthlessness is also appealing.

That's not to say I dislike the other two. I do love the concept behind Phoebe and the connection between her (apparent) Pacific Island roots and her Ghost type Pokemon. And I just love the pun that is Shauntal (she's a ghost writer. Get it?)

It's just that Agatha is my favorite of the three.
 
Definitely Phoebe
I like her team, and I like how mysterious she is. With her, I get the feeling that there's way more than meets the eye. Which brings me to the next positive about her: she's really pretty :3

She also has a stronger connection to ghosts than the other two. Well, that's the impression I get anyway.

And another thing that's interesting about Phoebe. Her colourful, tropical, flowery looks are pretty much the exact opposite of the standard image you get when thinking of the Ghost type, which is dark, not many colours, much like the Hex Maniacs.

Phoebe's name is also great, it isn't just a nice name, but it is a reference to the Ancient Greek word phobos, meaning fear. The pun in Phoebe's name is not as obvious as the one in Shauntal's (which I still like, don't get me wrong), which makes it all the better for me.

tl;dr: Phoebe rocks!
 
I agree Shauntal's room looks really Ghost-like, and girls with short hair piss me off, so Shauntal>Phoebe.
 
I'm sort of bias for Unova and its characters, so Shauntal :P

Like the rest of the Unova League Elites, her dialogue and character traits (Story writing in her case) always came off as interesting to me. And as a battler, I like her setup of Pokemon a-lot more than the other two. She's got a much better sense of variety, although I don't know what Pheobe's updated ORAS team is.
 
I'm really torn between Shauntal and Phoebe for this one. While I maintain that Dark will always be my favourite type, Ghost definitely gets a lovely, creepy feeling and in this way, its portrayal suits me better. I love both of their rooms. Shauntal's 'haunted library' type setting is great and if I were a gym leader or Elite Four, I'd probably go for a very similar type of thing, though I also can't forgive her for the way those stacks of books just fall over all over the place when you enter. That is just criminal. Phoebe had a great setting too, with the fancy ghostly lights and glowy water lilies, and so on, which was just lovely.

I was tempted to vote for Shauntal just because she's a writer, and so am I, but that'd be a little unfair. Phoebe's talking to ghosts thing is a very nice quirk, and I can't say I'd mind being able to do that either. Her personality suits the concept very well, being almost eerily cheerful and a little odd. She was definitely a more enjoyable character than Shuantal, who I found to lack much presence outside of her extremely poetic and over the top writing she quoted frequently.

In terms of their teams, Shauntal definitely gets one up on Phoebe. Simply appearing in Black 2 means that Shauntal gets a very advanced team by in game standards, thanks to the challenge mode, and she tends towards more interesting and varied pokemon as well. While I applaud anyone who has a banette, Phoebe repeated a few pokemon, even when in ORAS you already had the national dex before the pokemon league, and therefore they could have had any pokemon. I did like her mega sableye, but it doesn't compensate for her team in the first run through. I think a couple of them at least went down to my linoone from Hell.

I voted for Phoebe overall. As a character, she's much more interesting than Shauntal was, and I love her creepy room with those lovely ghostly water lilies. So yeah, for creepiness first and foremost, since that's clearly the most important character trait a person can have, Phoebe is possibly my absolute favourite Elite Four member.
 
Phoebe is my favorite due to design alone. She looks adorable and her outfit is really cute as well. I especially love her flower accessories. The other two are pretty bland design wise and overall unmemorable for me.
 
Phoebe both in design and attitude, although her team is a bit lackluster compared to Shauntal's.

I like Shauntal a lot, too.

As for Agatha, I like her, but while she is referred as a Ghost-type master, she is more of a Poison-type trainer, to be fair.
 
Shauntal is my favorite because I like her team (especially Chandelure) and I don't care about design.
 
None of them appeal to me that much, but Phoebe is the most mysterious.
 
I like Phoebe more for her design and mysterious personality, since that makes her more memorable for me imo. Shauntal is pretty cool too though, but she's not my favorite of Unova's E4. As for Agatha, I'm shameful to admit but I almost always forget about her, when I do sometimes think of the original E4 it's like there's a blank spot in her place lol.
 
It was hard choosing between Phoebe and Agatha but I ended up going with Phoebe because she seems like a much nicer person. Agatha though has the advantage of being more charismatic and unique since she's an elderly woman who takes part in the action properly rather than just in a stereotypical granny or wise old person role (she is witch-like though...but that's 'excusable' considering she's a ghost type trainer). BTW it's a pity that so few voted for her...I presume that's only because she's an old woman.
